Welcome to RowanPay!

This user agreement is a contract between you and RowanPay governing your use of your RowanPay account and the RowanPay services. It applies to U.S. RowanPay accounts only. If you are an individual, you must be a resident of the United States or one of its territories and at least 18 years old, or the age of majority in your state of residence to open a U.S. RowanPay account and use the RowanPay services. If you are a business, the business must be organized in, operating in, or a resident of, the United States or one of its territories to open a U.S. RowanPay account and use the RowanPay services. By opening and using a RowanPay account, you agree to comply with all of the terms and conditions in this user agreement. The terms include an agreement to resolve disputes by arbitration on an individual basis. You also agree to comply with the following additional policies that apply to you: Privacy Policy We may revise this agreement and any of the policies listed above from time to time. The revised version will be effective at the time we post it, unless otherwise noted. If our changes reduce your rights or increase your responsibilities we will post a notice on the Policies page of our website and provide notice to you of at least 30 days. By continuing to use our services after any changes to this user agreement, you agree to abide and be bound by those changes. If you do not agree with any changes to this user agreement, you may close your account.

Opening an Account

We offer two types of accounts: personal accounts and business accounts. All RowanPay accounts let you do things like:
  • Send and receive Cryptocurrency.
  • Make purchases online or in stores.
  • Accept payment in Cryptocurrency from customers.
  • You are responsible for maintaining adequate security and control of any and all IDs, passwords, personal identification numbers, or any other codes that you use to access your RowanPay account and the RowanPay services. You must keep your mailing address, email address and other contact information current in your RowanPay account profile.

    Personal accounts

    you can send Cryptocurrency to friends and family instantly with RowanPay. You can only make a payment to a registered business account on RowanPay. As a personal account holder you cannot transfer money to a business account in lieu of a payment. You cannot convert a personal account into a business account. If you plan to receive Cryptocurrency as payment for goods and services you need to register a business account.

    Merchant accounts

    You can receive Cryptocurrency as payment for goods and services with a RowanPay merchant account. The merchant account provides you with the ability to receive payment across your organization through a QR code. The RowanPay merchant portal allows the merchant to view transaction history, setup employee accounts with restricted access and more. Business accounts incur fees per transaction. By opening up a business account you certify to us that you are using it primarily for a business or commercial purpose. You also consent to RowanPay obtaining your personal and/or business credit report from a credit reporting agency at account opening and whenever we reasonably believe there may be an increased level of risk associated with your business account.

    Freezing Your RowanPay Account

    Any user, personal or merchant, can freeze their account. A user will typically freeze their account if they feel their account may have become compromised or is otherwise at risk of suffering a security breach. No transactions are permitted on a frozen account both sending or receiving Cryptocurrency nor making any payments. Users who froze their account can request for it to be unfrozen. To do so the user will need to make the approbate request and follow the procedure to verify ownership of the account. This may include the use of a security code emailed to the account owner or proving the accuracy of information provided during the registration process.

    Your RowanPay Account

    You may close your account and terminate your relationship with us at any time without cost, but you will remain liable for all obligations related to your RowanPay account even after the RowanPay account is closed. When you close your RowanPay account, we will cancel any scheduled or incomplete transactions. You withdraw or transfer any RowanPay balance from your RowanPay account before closing it.In certain cases, you may not close your RowanPay account, including:
  • To evade an investigation.
  • If you have a pending transaction or an open dispute or claim.
  • Holding a RowanPay Balance

    Money that you receive from other RowanPay account holders is held as a balance in your RowanPay account. Balances can be held in one or both of US Dollar and Cryptocurrency denominations. Any RowanPay balance you hold represents an unsecured claim against RowanPay and, except as provided below, is not insured by the Federal Deposit Insurance Corporation (FDIC). RowanPay combines your RowanPay balance with the RowanPay balances of other RowanPay users. RowanPay will neither use these funds for its operating expenses or any other corporate purposes nor will it voluntarily make these funds available to its creditors in the event of bankruptcy.

    Direct Deposit

    When you add fiat (US dollars) to your RowanPay balance using direct deposit the funds in your balance (including funds allocated to your goals) will be eligible for FDIC pass-through insurance. RowanPay will deposit your funds into one or more custodial accounts we maintain for the benefit of RowanPay accountholders at one or more FDIC-insured banks.  FDIC pass-through insurance protects you against the risk of loss of your U.S. dollar deposits (up to the applicable FDIC insurance limits) should the FDIC-insured bank where we deposit your funds fail. FDIC pass-through insurance does not apply to funds held in any non-U.S. dollar currencies. There might be a short delay between the time that funds are credited to your RowanPay account and when we transfer those funds into one of the custodial accounts.

    Withdrawing Money

    To withdraw fiat currency (US Dollar) you will need to provide RowanPay with a valid email address at which you can receive funds. Typically, this is an email address registered with a US bank account that support a transfer service like Zelle. Cryptocurrency can be withdrawn by transferring from your RowanPay balance to an external wallet using the pay (send to) address of that wallet. RowanPay is not responsible for ensuring that you (the sender) has ownership or control of the receiving address. You cannot hold RowanPay liable for missing Cryptocurrency funds if you send Cryptocurrency to the wrong address.

    RowanPay balance in fiat and Cryptocurrency

    Your RowanPay balance may be held in any of the currencies supported by RowanPay, and you may hold a balance in more than one of these currencies at the same time.

    Currency conversion

    Users may convert fiat currency to Cryptocurrency and vice versa. For any conversion RowanPay will display the current exchange rate. The exchange rate quoted is valid for two (2) minutes. Any exchange not accepted within the two (2) minute timeframe will not be processed. Exchange rates are based on retail exchange prices and fluctuate on a regular basis. The exchange rate quoted includes a spread which varies. Payments to merchants are made with Cryptocurrency. There is no conversion done at the time of payment. Instead, the user must use the RowanPay application to convert fiat to Cryptocurrency before making a purchase with a registered RowanPay merchant.

    Account Statements and Requesting Account Records

    You may view your RowanPay account transaction history by logging into your RowanPay account. All transactions are completed in the RowanPay blockchain and are immutable.

    Sending Money to or Receiving Money From a Friend or Family Member

    Sending money

    You can send Cryptocurrency to a friend or family member using the Transfer feature in the RowanPay application. The person receiving the transfer must have a RowanPay account already activated. We do not charge any fees for sending Cryptocurrency to friends and family.

    Receiving money

    If you receive Cryptocurrency it will appear in your RowanPay wallet for the corresponding Cryptocurrency type.


    RowanPay personal account holders do not pay fees when making a purchase from a registered RowanPay merchant. Merchant account holders are charged a settlement fee which is specific to each merchant.


    If you receive a refund from a RowanPay merchant it will reflect immediately once the transaction has been processed. It typically takes about five (5) seconds to process a refund.

    Accepting Payments From Buyers for Goods and Services

    Taxes and information reporting

    Our fees do not include any taxes, levies, duties or similar governmental assessments of any nature, including, for example, value-added, sales, use or withholding taxes, assessable by any jurisdiction (collectively, "taxes"). It is your responsibility to determine what, if any, taxes apply to the payments you make or receive, and it is solely your responsibility to assess, collect, report and remit the correct taxes to the appropriate authority. RowanPay is not responsible for determining whether any taxes apply to your transaction, or for calculating, collecting, reporting or remitting taxes arising from any transaction. You acknowledge that we may make certain reports to tax authorities regarding transactions that we process For example, RowanPay is required to report to the Internal Revenue Service the total amount of payments for goods and services you receive each calendar year into all of your RowanPay accounts associated with the same tax identification number if you receive more than $20,000 in payments for good and services and process more than 200 transactions involving goods or services through those RowanPay accounts in the same calendar year.

    Marketplace sellers

    If you're a seller on a marketplace or through a third party application where RowanPay is offered, you must comply with any rules that apply to the marketplace's or the third party application's buyer protection program for sales you make through that forum. Any such protections may require you to take certain actions and may impact how claims are processed.

    Refunds, Reversals and Chargebacks

    General information

    If you refund a payment for goods or services, we will retain the fixed fee portion of the fees you paid as the seller. The buyer's account will be credited with the full payment amount and we'll retain the fixed fee portion of the fees you paid and the amount of the refunded payment will be deducted from your RowanPay account. Payments that are invalidated and reversed Payments to you may be invalidated and reversed by RowanPay if:
  • You do not fulfill the transaction as promised or you cannot provide documentation to prove shipment or delivery.
  • RowanPay sent the payment to you in error.
  • The payment was unauthorized
  • You received the payment for activities that violated this user agreement or any other agreement between you and RowanPay.
  • When you receive a payment, you are liable to RowanPay for the full amount of the payment sent to you plus any fees if the payment is later invalidated for any reason.

    Restricted Activities

    In connection with your use of our websites, your RowanPay account, the RowanPay services, or in the course of your interactions with RowanPay, other RowanPay customers, or third parties, you must not:

    Court Orders, Regulatory Requirements or Other Legal Process

    If we are notified of a court order or other legal process (including garnishment or any equivalent process) affecting you, or if we otherwise believe we are required to do so in order to comply with applicable law or regulatory requirements, we may be required to take certain actions, including holding payments to/from your RowanPay account, placing a reserve or limitation on your RowanPay account, or releasing your funds. We will decide, in our sole discretion, which action is required of us. Unless the court order, applicable law, regulatory requirement or other legal process requires otherwise, we will notify you of these actions. We do not have an obligation to contest or appeal any court order or legal process involving you or your RowanPay account. When we implement a hold, reserve or limitation as a result of a court order, applicable law, regulatory requirement or other legal process, the hold, reserve or limitation may remain in place longer than 180 days.

    Protection from Unauthorized Transactions

    To protect yourself from unauthorized activity in your RowanPay account, you should regularly log into your RowanPay account and review your RowanPay account statement. You should review these transaction notifications to ensure that each transaction was authorized and accurately completed.

    What is an Unauthorized Transaction

    An "Unauthorized Transaction" occurs when money is sent from your RowanPay account that you did not authorize and that did not benefit you. For example, if someone steals your password, uses the password to access your RowanPay account, and sends a payment from your RowanPay account, an Unauthorized Transaction has occurred.

    What is not considered an Unauthorized Transaction

    The following are NOT considered Unauthorized Transactions:
  • If you give someone access to your RowanPay account (by giving them your login information) and they use your RowanPay account without your knowledge or permission. You are responsible for transactions made in this situation.

    Reporting an Unauthorized Transaction

    If you believe your RowanPay login information has been lost or stolen you can freeze your account at rowanpay.com. You may also contact customer support through available links at rowanpay.com. Also, if your RowanPay account statement shows transfers that you did not make, including those made with your RowanPay login information or by other means, tell us at once. If you do not tell us within 60 days after the transaction processed date, you may not get back any money you lost.

    Error Resolution

    What is an Error An "Error" means the following:
  • When money is either incorrectly taken from your RowanPay account or incorrectly placed into your RowanPay account, or when a transaction is incorrectly recorded in your RowanPay account.
  • You send a payment and the incorrect amount is debited from your RowanPay account.
  • An incorrect amount is credited to your RowanPay account.
  • What is not considered an Error

    The following are NOT considered Errors:
  • If you give someone access to your RowanPay account (by giving them your login information) and they use your RowanPay account without your knowledge or permission. You are responsible for transactions made in this situation.
  • Processing Errors

    We will rectify any processing error that we discover. If the error results in:
  • You receiving less than the correct amount to which you were entitled, then we will credit your RowanPay account for the difference between what you should have received and what you actually received.
  • You receiving more than the correct amount to which you were entitled, then we will debit your RowanPay account for the difference between what you actually received and what you should have received.
  • Our not completing a transaction on time or in the correct amount, then we will be responsible to you for your losses or damages directly caused by this failure, unless:
  • - through no fault of ours, you did not have enough available funds to complete the transaction; - our system was not working properly and you knew about the breakdown when you started the transaction; or - the error was due to extraordinary circumstances outside our control (such as fire, flood or loss of Internet connection), despite our reasonable precautions.

    Processing errors are not:

  • Delays based on a payment review.
  • Your errors in making a transaction (for example, mistyping an amount of money that you are sending).
